Desirable hand signed off-white 8" x 10" letter dated July 16, 1884 just below the bold signature of the former President. The letter is written in another hand, granting permission for the Secretary of State to affix the Seal of the United States onto a specific document for the Emperor of Germany. It's worth noting material such as this from the short lived President is scarce. Overall in good condition with two horizontal folds typical of correspondence. Authenticated & encapsulated by Beckett Authentication Services, with Arthur's signature grading a MINT 9!
