Civil War–dated partly-printed vellum DS as president, dated August 1, 1864. As the Civil War enters its final year, President Lincoln appoints a man to the rank of Second Lieutenant. Boldly signed at the conclusion by Lincoln and countersigned by Secretary of the War Edwin Stanton. The blue military seal affixed to the mid-left remains fully intact. In fine condition, with heavy intersecting storage folds, scattered foxing and soiling. Matted & framed to a total size of 23.75'' x 28.25''.
