In this 7" x 7" document dated July 24th, 1860, President James Buchanan grants the Secretary of State to affix the Seal of the United States to "a warrant for the remission of the penalties incurred by the steamers 'Relief' and 'Virginia'". Partially handwritten with a flourishing full signature from Buchanan. In fine condition with very minor handling wear to the edges and a couple of creases.
